The city lies at an elevation of about 1,350 meters above sea level on the eastern plateau region, near the headwaters of the Luena River which flows into the Zambezi system. With an estimated population of around 256,000 people, Luena has experienced significant growth since the end of the Angolan Civil War in 2002. The city functions as the seat of Moxico Province and contains the provincial government offices, making it the center of political administration for the region. Luena is divided into several urban districts and serves as the gateway to eastern Angola, with important transportation links including the Benguela Railway and major highways connecting it to other parts of the country.
